For the "real" app, I'd include a link and description of why/how it is ok to be there with it, that seems OK. However the assembler is probably illegal to distribute like that.
Why can't you substitute GAS in its place? That would be my first recommendation. The second one would be a link to the page to download the tool itself:

AVR studio is also free. I will only remove executable file from repository and add download link.

STC, I just forked all of your repos, and noticed no one else has, and yet others ARE working on your stuff! Can you make it clear to them that they should get a github account and fork and do their work in that way and pull your updates that way, and share their work with you that way. I think educating them on the fact they can now do taht without restriction is worthwhile. Sorry for using English yet again... but google Russian sucks, so...

Как создать локальную копию и добавить файлы в репозиторий?
1. Установить TortoiseSVN
2. Зайти в каталог где будет рпозитоий
3. SVN checkout...
4. В появившемся окне в поле "URL of repository" вводим путь к репозиторию (например http://subversion.assembla.com/svn/secu3doc/UserName)
5. Копируем нужные файлы в появившуюся папку
6. Выделяем файлы и папки которые мы хотим добавить в репозиторий и выбираем в контекстном меню Tortoise SVN --> Add
7. SVN commit
