English language support

SECU-3 manager supports English language. Can be selected in settings or in the ini-file.

It's looking good, at this point I don't have the hardware so I can't do much for testing. I can confirm that I could download the files and open it on a XP machine in the USA and it all appears to function. Perhaps a 232 simulator would help those that don't already have the hardware and are looking at it for review. Or perhaps an easier way to show the features would be to make a video of it in action. Showmedo's camstudio tutorial comes to mind.
