Low quantity pcb assembly

PCB assembly - not manufacturing.
http://www.seeedstudio.com/service/index.php advertises 4-5 cents per SMD pin and their component library is pretty limited. Has anyone tried them?
Are there any other options? I am looking for ways to simplify board assembly, maybe by pre-assembly. I guess using a stencil would be a totally different option.
