SECU-3 Russian Language Forum Added

Hi guys!
It came to my attention that Alexey and his crew were using some mailing list like website to discuss SECU-3 in one giant thread. That simply can't be good for project organisation, so I created a Russian language only area for them to use.
Google translate does a good enough job if you want to read it, but be respectful if you post and get a real Russian to word your sentences for you as google doesn't do a good enough job, really.
Hopefully those of them that speak some English will contribute around the rest of the forum too.
