electronic throttle control

My tractor uses a governor to keep the RPM below 2200.
The way you set it up when running the backhoe is to open the throttle and
then the governer will cut back when it gets loaded when you need the hydraulics
to operate the hoe the governer backs off again and lets the throttle open up
to increase the engine power.
If I convert to EFI, it may be difficult to make sure the mechanical governor works
properly with the different throttle body, so I think it might be best to just do
an electronic throttle instead, and have it do the load/power control.
This could be more fuel efficient if you don't need to keep the motor at high rpm
even when you don't need it, at least maybe less so.
I have an electronic throttle body from a Prius, but as it is not a TBI throttle,
hmm, would it work to put it upstream of the TBI throttle?
