3 feet would be quite clumsy if you'd actually drive the car on the street.
Can't you use a tapered reducer and reduce the tail end 2 pipe sizes ?
From dn25 to dn15 to pick up velocity of the gas stream? That could keep the outside air out.

I'm thinking along this way, just a simple flat sheet of rubber closing the large exhaust but going around the small tube. Forcing al the gasses to go through the small pipe. Can't you take the "fast" one and put a thin rubber ring on the probe pipe ?
The rubber ring will close the main exhaust at low rpm and will flex away at higher rpm.
You could use EPDM (bicycle inner tube) up to 150C.

The climate must be nice for those cars, my grand father had two of those. The rear wheel arches could really rust. One was a 1.2 the other was a 1 liter.

You could also use AFT oil, its a strong dispersing oil and its cheap :) Just ad a little in the regular oil. You could also use a flushing engine oil for 30 minutes.

Fred, are you also going to use somekind of intercooler?
The turbo heats up the mixture a lot and having the air intake in the engine compartment doesn't help either.
You could use alcohol/water injection to cool the mixtrue though :P
